The Education and Practice Department was established in 2001. Three Practice Consultants are assigned to this department. The activities of the department include:
1. Committee Support
The Education and Practice Department supports two board committees: the Education Committee and the Quality Assurance (Practice) Committee.
2. Inquiries
Department staff respond to inquiries regarding LPNs Scope of Practice and other practice issues. Inquiries originate from students, practicing LPNs, employers, other health professionals, and the general public.
3. Continuing Competence/Learning
The department promotes continuing competence and lifelong learning. A Continuing Competence Program is being developed and bulletins are issued to registrants as required to address current issues and competency requirements.
Click here for more information about joining the CLPNBC Continuing Competence Program pilot group.
When additional knowledge and education is required, every effort is made to ensure that LPNs are aware of courses available, as well as possible sources of funding. Educational requirements are stated clearly, defining what must be completed, by whom, and within what specific timeframe.
4. Publications
The department produces a number of publications, including: Standards of Practice and Code of Ethics with their respective companion documents; Practice Guidelines and other pamphlets; and posters and bulletins that define the LPNs Scope of Practice or range of competencies. This information is produced to ensure that LPNs, employers, and educators all have the same understanding of what LPNs can and cannot do in the workplace.
********
The practical nurse education program offered in B.C. from the 1950s through the mid-1970s emphasized skills acquisition and instructors administered the final exams for PN students.
Since 1977, graduates of practical nurse programs in British Columbia have been required to successfully complete a national examination in order to be registered in B.C. Previously called the Canadian Nurses' Association Testing Services or CNATS, the exam is now called the Canadian Practical Nurses Registration Exam or CPNRE.
In 1989, a major project assessing the future of LPNs in the province was launched. The results of the report strongly supported a broader role for LPNs in the health-care system. As a result of the suggestions in the report, a provincial curriculum was developed to incorporate the themes, trends, and issues that are reflective of the current healthcare system in B.C.
The current practical nurse curriculum was piloted at the College of the Rockies in 1992 and at Vancouver Community College in 1993. The 12-month program reflected a shift from task-oriented systems toward a judgment-based curriculum, with client acuity and complexity of care becoming the primary basis for differentiating between the roles of LPNs and RNs.
Today, the CLPNBC is responsible for reviewing and recognizing practical nurse education programs in B.C.
The program review process is designed to verify and validate program outcome competencies through:
- external contractors reviewing the curriculum
- the Program Review Committee reviewing policies and processes of the PN programs
- evaluating whether or not the entry-level competencies are aligned with the B.C. competency profile
To date, the CLPNBC has recognized 20 generic programs, nine access programs, and two refresher programs. In each of those programs, the CLPNBC has ensured that educators:
- have identified LPN competencies
- have developed appropriate roles
- have developed appropriate policies
- are up-to-date on appropriate competencies
This means that educators have:
- facilitated the curriculum development of appropriate and consistent course content
- ensured realistic and relevant teaching/learning activities
- identified an appropriate range of entry-level competency outcomes
- supported the review and revision of their current curriculum

Generic (Basic) Programs

Practical Nurse Refresher Programs
The Refresher program is designed to upgrade the competencies of practical nurses who have allowed their licence and competencies to lapse for five or more years and are wishing to renew their registration in B.C. The Refresher program is recognized by the CLPNBC and follows the provincial PN curriculum.
The program is designed to update the nursing education of former nurses who have been away from nursing for five years or more.
Vancouver Community College offers a six-month in-class program which also has bridging courses for internationally educated nurses. For information on this program, go to Vancouver Community College's website at http://healthsciences.vcc.ca/practicalnursing |

Access Programs

Access Programs follow a provincial curriculum and are taught in both public and private educational institutions, usually for two or three semesters. They are subject to recognition by the CLPNBC. |

Education Program Approval
The Registration Committee is responsible for approving educational programs that deliver practical nurse education. The Health Professions Act provides for the CLPNBC to review an educational institutions curriculum and, in the event that the curriculum is delivered, indicate that the program would meet the minumum standards for entry to practice. It is not within the CLPNBC's legal authority to dictate how a ccurriculum is delivered.
The competency requirements are established by the CLPNBC under the authority of the Health Professions Act. A consultation draft of the proposed baseline competencies may
found under the What's New tab from the home page. |
