The CLPNBC is made up of two separate yet interdependent entities: the Board of Directors and the staff.
The membership and eligibility requirements for election to the Board are stated in the CLPNBC Bylaws. It describes the nominating and election process, and the terms of office for elected directors. It specifies the duties of the various board positions and gives the Board some direction as to how to proceed in overseeing the business of the CLPNBC. The Bylaws also require the Board to account for its stewardship to members at the Annual General Meeting.
The Board is required to meet at least four times a year. Directors are also expected to be in attendance during the Annual General Meeting. Special meetings may also be called by the Chair of the Board or the Executive Director/Registrar in accordance with the Bylaws.
The College Board is comprised of both elected and appointed members.
- Eight directors represent the five electoral districts of the CLPNBC and are elected by the registrants in their districts.
- Four public representatives are appointed by the provincial government. The Health Professions Act requires that one-third of all board members be public representatives.
Electoral District Directors
Electoral district directors serve as a communication link between the Board and the registrants. They may help with CLPNBC activities within their districts and assist registrants in presenting their concerns to the Board. In addition to serving on the board, electoral district directors usually sit on other committees. No person can hold the same electoral district directorship for more than two consecutive terms. Half of the CLPNBC electoral districts elect district directors in even-numbered years and half elect them in odd-numbered years.
Public Representative Directors
Public representatives are appointed to the Board of Directors by the provincial government. They provide a consumer or public viewpoint to the board. Public representatives often sit on committees.
Executive Director/Registrar
The Executive Director is appointed by the Board of Directors and is an employee of the board. The role of the Executive Director is: to carry out the provisions of the Health Professions Act; to implement decisions of the Board; to provide relevant background information to the Board to help in decision-making; and to administer the day-to-day business of the CLPNBC.
Committees
Board members also serve as members of various committees. Committees, comprised of registrants of the CLPNBC and sometimes members of the public, do the majority of the research and work so that the Board can make informed decisions.

Kathy Nduwayo, LPN
Kathy has been an LPN for 14 years and upgraded to Full Scope status in 2004. She trained in BC and has worked in acute care for the majority of her career. Kathy has been successfully educating practical nurses for the past 4 ½ years and is able to call on both her experience as an educator and a nurse in her role as a Board Director.
Kathy's first term expires September 2012. |

Paul Ruscica, LPN
Paul works as an LPN at UBC Hospital. As a Board member he utilizes both his nursing and corporate experience to ensure that the professional nursing status of LPNs is not only preserved, but enhanced in today's challenging health-care environment. Paul is also the Finance Committee Chair.

Janet Vereecken, LPN
Originally from Ontario, Janet graduated as a practical nurse in 1976 and worked in acute care at Scarborough Centenary Hospital and at the Hospital for Sick Children. After moving to BC with her family in 1993 and taking a short hiatus to care for her children she returned to nursing, working in both Rehabilitation and Long Term Care. In 2003 Janet started working on an Acute Medical floor and participated in the implementation of the LPN's Full Scope of Practice.

Shelley Trimblett, LPN
Shelley is an LPN and Manager of 'We Care Home Health Services' in the Comox Valley. She graduated from Alberta Vocational College in 1987 and moved to B.C. in 1991. Shelley was previously a Presiding Officer for the PN Exams and was recently appointed Chair of the Registration Committee.

Muriel Overton, LPN
Muriel graduated from Malaspina College in 1979 and has been employed as a LPN at Cariboo Memorial Hospital for the past 30 years. For the last several years she has worked in the Critical Care Department dividing her time between ER and Ambulatory Care.
Muriel is also an N95 FIT TESTER, a super user for Meditech and part of the Clinical Nursing Working Group for Connex. She also participates on an endowment fund committee and the Workplace Health and Wellness Committee at Cariboo Memorial.

Virginia Gerbrandt, LPN
Virginia trained in Manitoba, graduating in 1978 from Red River Community College in Winnipeg / Bethesda Hospital in Steinbach. She has enjoyed work with developmentally challenged adults and children as well as in extended care and rehabilitation units.
Since moving to BC with her family in 1989, she has continued to advance her training and experience. In addition to certificates supporting her Full Scope of Practice, she obtained a certificate in Clinical Pastoral Education (Chaplaincy) at the Penticton Regional Hospital as well as a Certificate in Palliative Care through the Okanagan College in Kelowna.

Jillian Chisholm, LPN
Since graduating from the Vancouver Community College Practical Nurse Program in 1991, Jillian has worked in both acute and residential care, teaching, consulting and administration. She now lives in Kamloops and works in both residential care and in the community serving the marginalized at a street level dental clinic.
Jill is also currently a graduate student at Simon Fraser University pursuing a Masters Degree in Post Secondary Education Leadership and in the past has served as a member of the CLPNBC Education Advisory Committee, Chaired the Jurisdictional Review Committee and been a jurisdictional representative for the CPNRE Review Committee in Ottawa.

Bernice Crockett, LPN
Bernice Crockett (Chair) graduated from the Practical Nursing program in December 1974, and received her license immediately afterwards. She has been at Kootenay Boundary Regional Hospital for over 35 years and has worked in various departments. She currently works in Emergency as an LPN Float, helping other departments as required. She enjoys nursing, and continues to be an asset to others. Bernice is in her second term on the Board.

Dr. Sylvia Skratek
Sylvia Skratek (Vice-Chair) has been a self-employed Labour Arbitrator/Mediator since 1990. Previously, she was a State Senator for the State of Washington. Within her community, Ms. Skratek is an active volunteer with the Humane Society. Ms. Skratek has her Bachelor of Science from Wayne State University, her Master in Liberal Studies from Western Michigan University, and her PhD from the University of Michigan.

Dr. Marvin E. Lamoureux
Marvin Lamoureux is a consultant and has worked on local, provincial, national, and international projects funded by the World Bank, Asian Development Bank, Commonwealth of Learning, Canadian International Development Agency, Caribbean Development Bank, plus a host of private and public institutions both in Canada and abroad. These projects have involved higher education, basic education, technical education and vocational training, and distance education in 24 countries representing the Caribbean, Central America, Middle East, Africa, Central and Southern Europe, and Asia. Previously, Mr. Lamoureux was a business administration college instructor in both the United States and Canada and was also the Dean of Instruction at one of Canada's largest colleges. He has authored/co-authored numerous technical reports and refereed articles, and has delivered numerous lectures and workshops throughout the world.

Margaret Spina
Margaret Spina is a consultant with Spina Consulting. Previously, she was a Regional Manager with the BC Ministry of Consumer Affairs, and a former Debt Counsellor. She is widely published with articles reflecting actual consumer experiences and challenges. Ms. Spina is active in the fund-raising sector, providing marketing information and support to community groups. Her accomplishments include founding the first Canadian satellite of Giant Steps, a program for autistic children, and fund-raising over $750,000 for the Little Hands of Friendship Native Daycare, a cross cultural project. Her extensive work in creating a community resource for autistic children was recognized in 1993 by the Governor General's 125 commemorative medal for outstanding service to community.

Thomas Wharton
Thomas Wharton is the Regional Director of the Canadian Medical Placement Service. Formerly, he was a Medical Affairs Consultant, the Principal and Director of his own consulting firm (T.Wharton & Associates) as well as the Executive Director of the Cariboo Memorial Hospital. He has been active with the Canadian Cancer Society, the Heart and Stroke Foundation and the Vancouver Art Gallery. Mr. Wharton has his Bachelor of Science in Business Administration (Economics) from the University of Missouri, and his Masters of Health Administration from the University of Ottawa.

Policy Statements
The CLPNBC Board of Directors is the policy making and governing body. It receives its authority from the Health Professions Act. The composition and powers of the Board and the duties of the directors are stated in the Act and in the CLPNBC Bylaws.
Through the Health Professions Act, the Board of Directors is authorized to oversee the business of the CLPNBC and develop standards of education and practice, Code of Ethics, registration of persons wishing to become LPNs, renewal and reinstatement of registration, continuing competence programs, and other objectives. |
